Receipt for the payment of $400 for the privilege of furnishing an acceptable substitute for service in the Union Navy during the Civil War. Issued to draftee John Dooley by Provost Marshall Henry J. Mills of Newark, New Jersey.
The bounty was paid by the Volunteer Aid Committee of the City of Newark. Volunteer Aid Committees formed in Civil War Provost Marshal districts to recruit volunteers and hire sufficient substitutes to meet quotas imposed by the the Conscription Act of 1863. This receipt is dated July 2, 1864.
