Thom's address presenting the statue of Lord Calvert, founder of Maryland, to the City of Baltimore in 1908. The statue was created by Albert Weinert (1865-1947) at a cost of $5,000. It stands in front of the Clarence Mitchell Jr. Courthouse on St. Paul Street in downtown Baltimore.
In his address Thom praises the three goals Calvert sought to instill in the colony of Maryland--religious toleration, separation of church and state, and equality of voter representation. He finds the first two strong but the last wanting in 1908, and complains of certain electoral districts in Maryland holding excess influence in the legislature.
Inscribed and signed on front cover by Thom thus: "Compliments of / DeCourcy W. Thom." One ink correction to interior text, presumably in Thom's hand.
Very good in printed blue-gray wrappers. Vertical crease at midpoint from being folded, no doubt to fit a coat pocket, and light extremity rubs, else fine.
