This is a bound volume of The Independent, which contains the first magazine appearance of Theodore Roosevelt's speech at the Sorbonne on April 23, 1910. This speech is officially titled "Citizenship in a Republic," and is popularly known as the "Man in the Arena" speech.
It appears here in the April 28 issue with the title "Duties of a Citizen." It appeared in the issue of The Outlook dated two days later under its official title. This has led many to mistake the speech's appearance in The Outlook for its first appearance in a magazine.
