Washington State Penitentiary at Walla Walla was a sort of laboratory of penal reform in the 1960s and 1970s, with the result being a permissiveness that lead to near breakdown in prison security. This dramatic photo essay is the result of four months spent inside the "Concrete Mama" during this period.
