Despite General Winfield Scott's siege of Mexico City in 1847, diplomatic negotiations to end the Mexican-American War were stalled. Mexico sensed the political divisions between the Democrats, who wanted major territorial concessions from Mexico, and the Whigs, who were content with a permanent settlement of the Texas-Mexico border dispute. President James K. Polk's solution to the stagnant diplomatic situation was a bill asking for ten additional regiments with which to occupy larger portions of Mexico, in hopes of pressuring them to concede more territory in exchange for peace. This is Senator Solomon W. Downs' argument in favor of that bill. This pamphlet includes an appendix purporting to show public opinion on the war and that Mexico initiated the conflict, the population of Mexican territory, trade between the United States and Mexico, and British encroachments.
